I think that I would rent one of those concrete pavement cutting saws, whack it up with it, and go from there. Should do the trick.

If it is Concrete, & it is the concrete you are trying to seal, then any concrete sealer should work. if it is not concrete, then the plumbing is the only thing you should have to worry about.
